IEN was contracted by the Virginia Department of Health to convene a stakeholder advisory committee that would discuss and develop recommendations for how to maximize private sector participation in Virginia’s onsite sewage program while providing adequate oversight to protect public health and the environment. The committee of 25 included representatives of onsite septic evaluators (OSE’s), physical engineers, installers, homebuilders, realtors, environmental interest, homeowners, local government, and local health departments. Over the course of six months the committee met five times to identify issues, develop a range of ideas, and work on developing consensus recommendations. While the committee successfully reached consensus on some issues, a number of core issues could not be resolved. The discussions helped surface and build understanding of the key concerns for different stakeholders.
